My 15 foot tall saguaro succumbed to the historic Arizona heatwave taking out so many of them, and snapped in half. I’ve always wanted a saguaro skeleton but they’re difficult to come by. I have a two part question, 1. is there a way to remove the skin to reveal the skeleton and 2. the inside was soft and mushy, is the skeleton going to be rotten too?

The tissue of the dying saguaro will slough off as it stands, revealing the skeleton. The way I read your question, you still have half of it standing. Make sure there is nothing in the way of "falling arms." Here is more:
