I have a euclyptus tree that has brownish-red knobby bits on the leaves. What should I do? I also need to know when and how to reduce the height of the tree.

Sounds like galls, likely brought about by insect pests. Most galls, especially those on leaves, do not harm the health of the tree. You can simply prune them out, which will also help with reducing the tree's height.
