My Eucalyptus tree looks like it is dead. This year it has not produced any green leaves and is just covered in brown crispy leaves. The bark is also brown and peeling. Should I leave it or does it need to be chopped down?

If any part of the tree is alive, then you can prune off the dead growth and new growth should come back.
