Eucalyptus Tree

We have an old, very healthy Eucalyptus tree in the garden, which is professsionally pruned every two years. (leaves pale sage green) Last year it was pruned as normal, then in September our next door neighbor leaned over the fence and, yet again, pruned her side right back to the trunk (along with other trees) – even though the trunks are well over our side of the garden. This year the leaves are all dying and the bark is hanging loose from the branches and hanging off under the branches. Could this be disease, frost, or from the work of our neighbor, etc.?

If it has been a very cold winter, this might be the cause, but it sounds like it is likely disease, a fungus likely. It is hard to diagnose tree diseases without seeing them, but I can say that the disease may have gotten into the tree at any of the pruning points. I would recommend having a arborist look at the tree and diagnose the exact disease that is affecting the tree.
