My Eucalyptus tree looks dead this year. Do they go dormant? or should I cut it down.

This plant does not go dormant. If the tree is looking top heavy or sagging it is because it has a very shallow root system. The roots can't take the weight. Any heavy wind could actually knock it over. Pruning is your best option. Trim the heaviest branches in the fall far back enough that it doesn't look top heavy. Hopefully this is the problem.
