Eucalyptus Tree

My tree did not recover from the winter and looked dead until about 2 weeks ago, and now there is new growth on the trunk of the tree, up to 6. 5 feet, but all the big limbs and rest of the tree looks dead and dried out. Should I be worried? The tree is about 28 feet tall and 12 years old. I live in Cottonwood, AZ.

This article will help you determine if the branches higher up are dead:

If they are dead, then there is not much you can do but remove the dead growth and hope the lower growth can make up for it.
