Eucalyptus top dead bottom is a bush

I recently moved to a home in AZ where I need some help with a eucalyptus tree on the property. When I first came here in April, the tree was barren but now there are rather large leaf-covered branches coming from the very bottom of the trunk. The top branches remain barren and look dead. It looks like a bush with a dead tree coming out the top. What can I do to fix this? Please help I know nothing about trees!

Likely the tree up top is dead. The growth you are seeing at the base of the trunk is a last ditch effort to survive. This growth is called suckers.

You can’t bring the top of the tree back, but you can pick a sucker and train it to a tree shape. This article will help:
