Q.Eucalyptus problem

I have a Eucalyptus tree – probably Eucalyptus gunnii AGM – which is around 60′ high. After severe frosts over winter, all the leaves have gone brown and no new ones returned this spring. However, it has started sprouting new clusters of leaves along the 4 main trunks. Will the old branches revive or die and fall off? I am worried that because of its height it may have become unsafe (only 20′ from the house). Should it be topped?

Removing the dead wood actually will help to control these pests as well as an application of pesticide.
