eucalyptus leaves are dried

My eucalyptus leaves are dried, still green, none have fallen off. Is it dead?

Is this a new planting or an established tree? Have there been weather related stresses? Cold, dry, rainy weather or lack of rainfall?
Do branches snap and break or bend? If they bend there is still some life in the tree.
