eucalyptus tree

My tree leaves are covered with small fuzzy white things. They are hard and when brushed off do not leave any marks. The bark that naturally peels seems to be pulling off from the wind more easily. What are these things and will they threaten my other trees (pine, mesquite, Palo Verde)? I’m in the high desert in Southern California.
