I have beautiful esperanza plants, but today I noticed brown fuzzy things (when touched dust comes off) and the leaves have yellow spots.

The fuzzy things could be insect galls, which don't need any treatment. Yellow spots on the leaves could be a fungal infection. A fungicide may be helpful.
