Q.English Ivy Getting Spots and Turning Brown

I have English Ivy growing on the north side of my house. Many of the leaves are getting brown spots, turning yellow and then brown. My neighbor to the south has the same problem with their ivy. I would like to know if this is an insect, a disease, or the effects of winter in Utah. I would also like to know how to combat the problem. Do I need to prune it way back so that there is only new growth that is not infected?

It could be insects or fungus. I would lean towards fungus, simply because ivy is normally pretty pest resistant. Cut the ivy back some and then treat the area with neem oil. Neem oil will take care of the problem whether it is pests or fungus. Here is more information on neem oil:
