Q.Elderberry ,planted in spring ,is not growing. Looks healthy, had flowers but they fell off a month ago and now nothing. It seems

dormant. Why is it not growing? It is a small plant. The plant is a nice red but does not seem to want to grow. It has been watered regularly when planting it, compost was added. The plant gets shade as well as sun.
