Elderberry bushes

My elderberry bush flowers do not yield any berries! After blooming the flowers just fade away. What must I do to make them produce berries?

Elderberries will fruit reliably with proper care. Usually, it is just missing something or is too dry to fruit. They do like plenty of water.
