It's not necessary to adjust lighting in winter because, even with grow lights, the intensity is never as high as outdoor light. Plus, the plants need light to make food. However, the amount of water and fertilizer is reduced. If you are growing plants that need a certain amount of darkness to bloom, such as Christmas cactus or poinsettia, then the timer should be adjusted. Here is more:
