Q.Echinachia Flowers Are Being Cut From The Plants

On fully grown Echinachia (sp) the flowers have been cleanly cut from the stem of the plant. My gardens are rabbit proof and I was wondering if this “plucking” of the flowers without damaging the stem is something birds do. Thanks

Birds eat the seeds but do not pluck the flower from the stems. It is more likely damage from deer. This article should help:
