Q.Eastern Washington Soils

What are the soil amendments for lawns in Ephrata, Washington: zip 98823? We are having trouble with our lawn dying in large spots. Also, what kinds of amendments will we need for preparing our garden soil in this area? I do know that our soil becomes very hard after watering, which I assume is a clay.
