ks the leaves stopped growing. There are no buds. I pruned it last fall, removing many seed pods. My next foot neighbor’s looks amazing. Lush and healthy. What should i do? The tiny leaves look normal. They just stopped growing. Last year the tree (about 3 ft tall) was laden with seed pods which i removed.

I could speculate that the soil around it remains too moist, has a pH imbalance, or could be over fertile. Given your situation, and the fact that your neighbor's is doing fine, I don't think it would be disease, though it isn't impossible.
Either check your soil pH and nutrient levels and adjust accordingly, or take samples of your soil and tree to your nearest extension service.
