dying rosemary, both spreading and upright

My rosemary of both varieties suddenly died, although plants growing next to the rosemary are healthy. This is not a case of over watering, and Texas is suffering a terrible drought and we are allowed to water once a week.

Very high temperatures and lack of moisture or humidity can also be the issue.
Misting the plants in-between watering can be beneficial.
