I have one Taiwan Orange Ixora that has no blooms. Four other plants that were planted at the same time are loaded.

Make sure this shrub is receiving full sun.
Soil should be well draining and slightly acid.
Water in a low phosphorous fertilizer.
Sprinkle Epsom Salt around the base of the shrub to feed it some nutrients it may be lacking.
