Dutch bucket system…

I have food buckets to build a Dutch system… The buckets are white, is it ok to paint the outside of the buckets to cut down the light gets inside?

Yes, many people have had luck painting the buckets black or some other color to suppress algae growth. Others have covered them with something reflective and opaque, like aluminum foil, or some type of liner on the inside.
