Due to the very bad past winter my weeping cherry started budding and the frost must have killed the buds.

It is now June, and the branches have no leaves. However, the tree is sprouting new leaves from the trunk, lower down below the weeping older branches. What should I do?

If the new branches are growing beneath the graft union they are probably just suckers. These articles may help:
