Drainage for Garden

Question

I put drainage in my garden. It was fine until my neighbor had done his. He put drainage in and is using large sleepers for making beds, about an inch away from my fence. What can I do to help mine, as it is only the side of my garden against the fence that is affected? The soil has sunk and last summer I put in lots of topsoil and compost.
