The articles I have been referred to, I have already read. They are not specific to double leaf growth and why I cannot get my lemon tree to flower and then fruit. Please has anyone got specific information for this problem?

I’m unclear as to what you are referring to with ‘double leaf growth’.
The article below covers the reasons for a lemon tree not flowering and growing fruit.

Insects, disease, herbicide drift, and weather are all common factors that can lead to malformation of leaves. Most of the time, the abnormal leaves can simply be removed or picked off and the plant should develop normal growth once the stress factor has been identified and corrected. Also, whatever stressor is causing the unusual leaf growth may be behind your non-flowering/fruiting. The previously sent article should help determine the most likely cause in your situation.
