Q.Dogwood Trees

About 1/3 of our dogwood tree bloomed this year on top, but the lower limbs didn’t. I saw the reasons for not blooming at all, but does that apply to partial blooming as well?

Here is an article that explains the reasons why a dogwood would not bloom. Any of these reasons would also explain partial blooming. I would say weather related reasons are the most likely suspect here.
