Dogwood ailments

My 5 year old dogwood has always been beautiful with no problems. This year while all my other dogwoods are doing great, this one has no leaves and only little buds. There is no sign of fungus and all the branches are live and flexable, what could be the reason.

Many fungal infections will show no other signs, but deformed, or late growth. I would recommend applying dolomitic lime and wettable sulfur around the tree. This can help kill off anything in the soil, and can help the tree recover on its own. Has it been excessively wet lately?

It has been excessively wet of late, someone else mentioned that too. Just planted annuals around the tree , will they be affected?
