dog scat and food safety

My mother has dogs and just lets them out to the back to go poop. I have read numerous sources stating that dog and cat waste should be kept out of compost and garden area. What I was wondering is are the weeds grown from the waste littered soil safe to compost? If I were to build a compost area on her property and if some doggie doo made its way into the compost, is it only safe to grow flowers? How long would make potebtially contaminated compost safe to grow veggies? Thanks for your time and expertise.
