Does Neem oil spray come ready to use at gardening stores?

For my mint plant I would like neem oil but does it come already to use? And does it kill the little green worms?

Some Neem Oil products come ready to apply, some will need to be mixed.
You will need to read the label on the particular product that you buy.
Most garden centers offer both types of product.
If your mixing the Neem Oil, use a sprayer that is designed for garden products.
