Yes, but it is not a hard set date. Seeds remain viable for a time then die. Most seeds remain viable for at least a year, and some, if they have been stored properly, can remain viable for 3, 4 even 5 years.

Proper storage would be a cool, but not cold, dry place. If the seeds have been exposed to high heat or very low temperatures or to humid conditions, they may have died due to these conditions.
