Q.Does Butterfly Blue Scabiosa Come Back Every Year In Pacific Northwest?
Hello, it’s already beginning of April in Washington state puget sound area. I have not seen any growth of my Scabiosas I planted last year. The information tag says, it’s perennial. I wonder if its too much rain in winter to cause the death or I will just have to wait a little longer?

If you received a lot of rain over the winter, it's possible it rotted. They don't like overly wet soil, nor do they like hot, humid weather. Make sure your soil is well draining if it returns. Did you cut it back last fall? That is recommended, but the clump should have remained visible during the winter. If it's not, it probably perished. Plus I noticed it's hardy to USDA zone 7 and you are in zone 8. So it may be too warm in your zone for it.
If you like it, there are annual varieties, or you can always replant the perennial every year.
