Does a Pomegranate have to be a certain age to set fruit?

Have tried hand pollinating.
But never sets blooms.
This tree is from a tree that produces fruit.

From the photo, it appears that the tree is actually in bloom, and does set blooms. This would mean that the reason your tree is not fruiting will be a more complex issue.

If this is from seed, and not cutting, then this may be your issue. Most pomegranate seeds will not breed true. Some don't fruit well, and some won't fruit at all. This will be the importance of grafting to a known fruit producing type or taking a cutting from the original tree.
