Do The Pampas Flower Twice In A Year

And when should they be pruned? My pampas are 3 years old, is too much water bad as they didn’t flower a year ago. Thank you,

I only found reference to pampas grass blooming once per season, in late summer. The female pampas grass has showier blooms.
