plum trees get brown things on them

Do plum trees get like brown things on them? I noticed my plums covered with brown small things on them, lots of them. What can be wrong with it? They look awful. The leaves are also looking like they are getting chewed.

These could be scale insects, bacterial leaf spot, or several other diseases.
