Do I Transplant Seedlings to Larger Containers Before Ground?

I have broccoli, bell and chili pepper and onion seedlings in a 72 Burpee Super Growing tray. Do I need to transplant these too larger containers before the ground?

A 72 count cell is awfully small to grow plants for garden planting. You should have a larger soil ball with superior roots along with a stronger stem from not being so crowded. Ideally, you could plant all three in individual 3-4 inch containers when the 72 plug is full of roots. (We go from plug tray to a 36 count tray and then into a 3.5′ pot for the peppers. We do not bump broccoli or onions up from a 36.) We also harden off the transplants in 5-6 hours sun before putting in garden.
