Q.Do I Need To Soften My Soil?

This is an existing flower bed with a few rose bushes. Everything else was weeds and I manually dug them all out. But the soil is a mess with leaves, roots, mulch and some stones. How do I prep it for new flowers? I was thinking of just digging holes and putting triple mix in localized areas for flowers. Or should I be sifting the whole soil and then planting?

You could try to rake out some of the debris then work in the triple mix before planting.
