Q.Do I Need To Remove All Mold Found In Soil After Removing Dead Shrub?

I removed a dead plant and the hole was filled with white covered soil that smelled musty. I have disposed of most of the soil. Do I need to get every last bit out? I also sprayed a good deal of neem oil in the hole as well.

Incorporate lots of compost and fresh garden soil into the hole. Do not plant the same kind of shrub into the same spot. Here is more:
