Increase Alkalinity of My Garden Soil

Tomato plants bloom and flowers fall off, while peppers and okra are small without expected growth. Everything is small. I removed most soil and put in garden soil. I want to know if I need to increase the alkalinity. If so, what is best/easist way to do this?

This sounds like a fertility issue more than a pH issue. I would guess a a potassium issue, to tell the truth. Have your soil tested, in the meantime, try giving the plants some potash to boost fertility.
