Do I Leave The Central Celery Stalk In The Ground Over The Winter?

I read the article about harvesting celery seed. You mentioned not to cut the central stalk and mentioned celery is a biannual plant. I live in the midwest and we have cold winters. Do I leave the stalk in the bed over the winter?
