Q.Do I have a fungus in my orchid’s root bark?

Through the clear plastic pot my orchid is potted in, I can see many patches of tiny white dots. They could be egg clusters (of some pest) but I have a feeling it is fungus. It has only one yellowing leaf, 4 or 5 fine looking leaves and a recent healthy leaf. I am ready to throw it away, but I sort of want to rescue it. I do not have new bark to repot it in. Only moss, which I don’t have such good results with. What could I disinfect the roots in before I repot in moss if this is fungus?

This could be Mealybug.

I would treat the roots and soil with Neem Oil.

Here are some links for you for care and repotting of your orchid. I would wait to repot when the orchid is done blooming.
Moss would not be a good potting medium.
