Diseased Pepper Plants

Is there any way to treat infected pepper plants? I’m not sure if it is a viral or a bacterial infection, but there are tiny black spots on the undersides of the leaves before they turn yellow. Then they wilt, turn black, and drop off. At first, I saw some aphids, so I sprayed with a white oil spray a few times, then with an insecticidal soap spray. I thought the plants seemed to be doing better, so I discontinued the sprays, but symptoms are now reappearing. I have already pulled up most of my pepper plants, but I am hoping to salvage 2 or 3. I need to know if the sprays I have been using help or hurt, and if the problem is disease rather than bugs? What other treatments are available?
