Disease attacking Crepe Myrtle

Hi, does anyone know what this is and how to treat it? It’s on all my crepe myrtles in the front and backyard and it got my Confederate Jasmine too. It’s looks like tiny white cotton balls and it turned the leaves black. On one myrtle, it turned bark of tree black. Any help would be appreciated.
