I moved my plant inside before it went dormant and now the leaves are turning yellow, but it is still blooming.

If you recently brought this plant indoors, this is a normal issue. It is just going through a bit of acclimation shock. When plants are brought in from outside, they need to be acclimated. This article will help with that next time you bring a plant in: https://www.gardeningknowhow.com/houseplants/hpgen/using-pesticides-and-other-chemicals-on-your-houseplants.htm

Fortunately, hibiscus rebound well to acclimation shock. Make sure it is getting enough light and water, but expect that it may shed yellow leaves all winter.
