Q.Did I Cut It Right? Will It Grow Back? DRACAENA Dragon Tree

On of the plant branches died due to over watering combined with extreme heat. I decided to cut the branche, but i am not sure if I cut it in the right location. Advise me please I want this tree to grow taller and stronger

Yes, that cut looks fine. More bright, but indirect, light may help it grow stronger. Also, water with distilled water rather than tap water, and let the soil dry slightly between waterings. Make sure the soil is well draining such as for a succulent or cactus. You can add perlite to the soil if it needs faster drainage. Here is more:
