My delphinium didn’t flower this year…until now! It is the very end of October it will be November next week, what should I do with it?

Let it continue to bloom until frost kills it back. It should return next year as usual if it is perennial. If it is the annual larkspur from the delphinium genus, and you are counting on seeds to keep it coming back, let it continue to flower and don't cut back any of the stems so the seed can form.
