Looks to be a Hibiscus. It could be that they were not a hardy variety, or a tropical variety. If this is the case, and it froze, then it is done. You can check by cutting back all dead growth, and if there is any green or living material, then it is still alive. If not, then it is dead. It doesn't look too good, though. It should be showing signs of life at this point.
