Date Palm turning Brown

I have been watering my pygmy date palm twice a week and it has been outside with moderate sun. The palms are droopy and turning brown. It this a sign of too much water or not enough or neither? Hate to see it suffering.

I am going to lean on the side of over-watering. Date palms rarely need to be watered and prefer dry soil – excess moisture can inhibit growth.
