Damage to magnolia leaves

I can’t identify the cause of the damage and insecticides don’t seem to have any effect. Can you help?

Many insects can leave this type of damage on leaves.
I would suggest using Neem Oil to treat the plant.
Neem Oil is organic and safe for people, pets and bees.
