Q.Damage from freeze to our bottle brush tree

We lost a big section of our bottle brush tree due to a freeze this winter. This spring we trimmed off the dead branches and then more died after we trimmed. It only has a couple branches left that are not doing anything, has some green leaves but not sprouting any more.
The tree has quite a few shoots coming from the base, which makes me think there is still a chance we can save it. I trimmed off those shoots 3 weeks ago and there is still no growth on the top.
Any suggestions? It is 4 years old and was gorgeous last year. The trunk is now about 5 feet tall with those two branches left.

It sounds like the top of the shrub died off and it's growing back from the roots.

You will need to prune the dead plant material and let the shoots grow.
