dahlias failing to bloom

I have read the reasons why my dahlias don’t look like blooming. If I cut back the mass of leaves, might this make the plants produce bloom?

Do not cut the foliage, as this is how the plant gathers energy for producing blooms. Try giving the plant some phosphorus-rich fertilizer or bone meal to help encourage flowering.
