Anna,
Dahlias come in a variety of mature sizes – from 12-14″ tall to 6 feet tall. You need to consider the mature size of the plant in order to answer your question. I’d allow 1 tuber per 12″ pot for most size dahlias and maybe a bit larger pot for a dinner plate or tall variety. Here’s some additional info: https://www.leafari.com/dahlia-planting-guide.html [1]
